Yes, Ahmad is right. If the car does not have a tag it the camera takes a picture. There are many cameras in-line on top - if you notice in night the whole board is lite up with lights to aid the cameras in capturing the pictures properly. Additionally, if the tag does not match the number plat the same process applys.
